Declaration of Jordan as a Fully Independent State With the pledge of allegiance to His Majesty "Abdullah bin Hussein," the esteemed King of the Hashemite Kingdom of Jordan.

The Fifth Jordanian Legislative Council held its third session of its first extraordinary session at 8:00 AM on Saturday, the 23rd of Jumada al-Akhirah, 1365 Hijri, corresponding to May 25, 1946. Upon the reading of the resolutions of the municipal councils conveyed to it, which included the general desires of the Jordanian people, the memorandum of the Council of Ministers No. 521 dated 13 Jumada al-Akhirah 1365, corresponding to May 15, 1946, was read. This memorandum endorsed those resolutions and proposed fulfilling them, along with amending the Jordanian Basic Law accordingly.

Then, when discussing the national aspirations in light of international principles, conventions, the right to self-determination, the promises and goals of the United Nations, and the sacrifices Jordan had made in support of democracies and the international promises and formal pledges it had received, the Jordanian Legislative Council issued the following historic decision unanimously:

In fulfillment of national aspirations and in response to the general desire expressed by the Jordanian municipal councils in their resolutions conveyed to the Legislative Council, and based on the legitimate and natural rights of the country, its long struggle, and the international promises and pledges it received, and in light of the Council of Ministers' proposal in its memorandum No. 521 dated 13 Jumada al-Akhirah 1365, corresponding to May 15, 1946, the Legislative Council, representing the Jordanian people, discussed the matter of declaring Jordan’s complete independence based on a constitutional monarchy system with allegiance to the King, His Majesty Abdullah bin Hussein, the founder of the nation. The council also discussed the matter of amending the Jordanian Basic Law based on this system, according to its constitutional authority. After deliberation and discussion, the council unanimously decided the following:

  • First: To declare Jordan as a fully independent state with a hereditary constitutional monarchy and a parliamentary system.
  • Second: To pledge allegiance to His Majesty Abdullah bin Hussein, the founder of the country, and the heir of the Arab Renaissance, as the constitutional King and Head of the Jordanian state with the title of His Majesty, King of the Hashemite Kingdom of Jordan.
  • Third: To approve the amendment of the Jordanian Basic Law based on this system, according to what is outlined in the attached list titled "Law Amending the Basic Law."
  • Fourth: To submit this decision to His Majesty the King in accordance with the provisions of the Basic Law to be sealed with the royal will, and once it is approved by His Majesty, it shall be considered effective upon its announcement to the people. The government shall then proceed with the implementation procedures and communicate the decision to all countries through the proper diplomatic channels.
